Project Description
The annual resurfacing program is underway and the locations included in this year’s program are listed in the table below. The resurfacing program is typically performed in two different phases. First, a concrete contractor will bring all sidewalk ramps up to ADA compliance and perform spot repairs to the existing curb and gutter. Depending on the size of the area, this step can take anywhere from 5-8 working days to complete at each location. If curb replacement is needed through a driveway, residents may lose access to their driveways for up to 7 days to allow the concrete to cure (harden) before driving on it. For all curb replacement, it is typical for a space of a few inches between the new curb and existing pavement to be removed and temporarily filled with loose aggregate while waiting for the asphalt resurfacing.
After the concrete is completed at all resurfacing locations throughout the City, the asphalt contractor will begin the asphalt resurfacing process. There are sometimes 2-4 weeks between the completion of the concrete work and the start of the asphalt work. This timing allows the contractors to work more efficiently and provide the best cost for the City of Crystal Lake. The resurfacing begins with grinding off the surface of the existing asphalt. For some streets, the asphalt is removed down to the stone base. For streets with removal down to the stone, the stone base is re-graded and compacted to provide a smooth surface for paving. Driveways will be ramped with stone during this time to allow residents access during this phase of the project. Next, the first layer of asphalt is placed over the stone base, or in some cases over the existing asphalt base. The contractor will then adjust any manholes or other utility structures in the roadways to ensure they are set to the appropriate elevation of the new pavement surface. After 3-5 days of cure time for the manhole adjustments, the road is ready for the final paving surface to be installed. The asphalt grinding and paving usually takes around 10-14 days from start to finish, and the new pavement surface should last at least 20 years.

Current Project Update
- August 22, 2024: The asphalt contractor completed paving in the Harvest Run area this week and is now milling in the Coventry area.
- August 15, 2024: All paving in the Harvest Run subdivision will be completed this week. Pavement milling/grinding will begin on Devonshire Lane and Circle Drive next week.
- August 8, 2024: Work in the Harvest Run subdivision continues this week. All asphalt base should be installed by early next week, and then the contractor will adjust utility structures in the pavement in preparation for final surface paving. Milling on Devonshire is expected to start next week.
- July 31, 2024: Pavement milling began today in the Harvest Run subdivision. Work over the next week will include surface removal, preparing the base, and placing the first layer of asphalt. The contractor will begin milling on Devonshire Lane after completing the Harvest Run area.
- June 13, 2024: Concrete work is now complete for the annual program. The asphalt paving contractor is expected to complete the paving on Elmhurst Street and Brink Street in the coming weeks. The remaining resurfacing locations will be started by mid to late July.
- May 30, 2024: The concrete contractor has complete the curb and sidewalk replacement associated with the resurfacing locations. The contractor will now move on to replace reported sidewalk tripping hazards at various locations throughout the City.
- May 9, 2024: The concrete work is complete in the Harvest Run subdivision.
- May 1, 2024: The concrete contractor has begun curb and sidewalk replacement in the Harvey Run subdivision, which will take approximately 7-10 days. The next area the contractor will move to are Wellington Drive, North Hampton Drive, Abbington Drive, and Dover Court. Once the concrete work is completed in all areas, the asphalt work will begin, which is anticipated to be early June.
- March 7, 2024: Geske and Sons were awarded the 2024 Resurfacing Program. Concrete work is expected to begin by May 1st.
- January 17, 2024: The 2024 Resurfacing Program will soon be out to bid for construction, and the list below are the streets that will be included in this year’s program. Concrete work is expected to begin in May at some locations.

2023 Project Review
- July 13, 2023: Arrow Road Construction Company will complete paving work this week. Remaining work includes pavement markings and punch-list items.
- June 30, 2023: Arrow Road Construction Company has completed construction in Hunters West subdivision along with the binder course layer in Kings Gate and Sterling Estate subdivisions this week. Structures will be adjusted next week and surface course placed the following week.
- June 23, 2023: Arrow Road Construction Company is scheduled to begin milling in Dartmoor Courts with paving on Friday. Next week the contractor will be working in Kings Gate for milling and resurfacing.
- May 30, 2023: Asphalt paving is underway along Congress Parkway. Concrete work has been completed the Hunters West subdivision, and is ongoing in the Kings Gate West subdivision.
- April 12,2023: Concrete work for the resurfacing locations will begin in May. Signs will be posted along streets that will be impacted by the work. Asphalt resurfacing of the streets will follow the completion of the concrete work, with a June start anticipated.
